Dr. Jordan does say it is possible to fake a coroner's certificate and to fake a autopsy photo. But of course doesn't admit the same for Tupac's "death". Afeni said that Tupac chose to leave quietly and that he was tired of the situation he was in at that time. Maybe that was a double meaning? Maybe not.
