I agree. I have no doubt Michael knew about it. The elephant man bones story broke in 1987 and by then the oxygen chamber thing was already out there, too. If Frank acted on his own, Michael couldn't have been too upset since he kept him on as manager for another 2 years until 1989. The only other explanation would be that Michael was clueless or completely duped by DiLeo, and I'm not buying that for a second.
Besides, Frank said "It makes people wonder about him - and this is what we want."
Who's "we"? I read it to mean him and Michael.

I remember seeing a documentary in which another former manager was interviewed. This guy said that Mike was intrigued by Barnum, and wanted to create a similar myth around himself. That documentary is somewhere on my hard drive, I will try to dig it up again.
