I think Ian Halperin is a puppet. He might feel important because MJ 'opened up to him' - or so he thought. What he says might be the truth, but I think more likely that there is a reason for what he says, and we haven't quite figured it out yet. I think he got fed certain bits of information in the lead up to the hoax, some probably for shits and giggles. But I stand by what I said earlier, he did raise some valid points, even if it might not be true about MJ..
